21.1mm is an old BMX standard. Nothing particularly to do with children's bikes, just more to do with what the budget parts bin availability was when trying to make one of those new fangled mountain bike things
 
Ealier this year I imported 3pairs of NITTO (clearly stamped on the steerers) New-Old-Stock 1980s-made, painted bullmoose from the US. After shipping, VAT and Duty this job lot cost me nearly £300 (so £100/piece) - and I have used the dark green bar, now remainted, on the bike below and they work a treat.

I have plans to re-paint one of my remaining (blue or red) bars pictured for another project - so I might have one last bar going spare if anyone in the UK is after a genuine period bull-moose that has the added advantage of being colour-coded to your bike. Also included is the stem bolt, top cap and wedge that I have sourced for each. It almost goes without saying they are for 1" headset with their 22.2mm steerers

there is an interesting story behind these bars too - I will share with the buyer and can say they are late '80s west-coast sourced and never made it onto the production bikes they were made for due to a bull moose falling out of favour and change to a well known Californian bike manufacturer's MTB specification at the time.

The reason I like these bars is they are painted and not chrome plated like most - so a rub-down and re-coat into a colour of choice is very do-able on them (as seen on my '83 Ritchey I used the first bar on after matching the colour at my local paint shop.
