Imo Some numpty clamped it in bike stand QR jaws without noticing the cable boss.
I've seen this done

Wow, I think you are right! that was a bad day in the workshop!!

It's a shame although it could be repaired for around 300 euros here in Belgium. Only thing is the welder I know works with filet brazing only. No TIG.
