Would be 94 or older.
Edit, in fact it's probably older than 96 as it has no cable route for a rear canti brake.

As far as I know Breezer never build frames with a cable route for canti's. In time of the canti's they had a little 'cable hanger' mounted at the seatpost clamb...

Or is there something else about the cable routing for a non-canti Breezer that I don't know about ?

This is what I was referring to. Its a noodle that moves the cable around the seattube. Pre-94 had hangers clasped to the seatpin.
 
:oops: Didn't look good enough at the pic's...
Now I see the seat post clamp is at the 'wrong' side, so that would make it a 1996 as there is no cable tube (as they did make in '95; checked the internet for that)...

So I think it's a '96 frame.. and am keeping an eye on this one. Maybe it's a nice start for my next project. Though I'm actually looking for Cannondale M frame, but OK another stunning steel frame... 8)
 
I very much dislike when a seller part out a frame set like that. Don't think he'll end up with more money in his pocket as it lowers the value of the frame and he show his disregard for a classic!

there are plenty of people other there with the frame sans the fork...might be willing to pay more for the fork, so long as they didn't have to pay for the frame too.

so might work and it's not that bad a thing to do, especially with this breezer
