My vote goes to shimano ones. Bought some years ago, not the cheapest, but I've never regretted it.

The only problem - and it's not with the shimano cutters - is that I often forget to have a normal set of pliers / needle-nose pliers to hand to crunch up the cable end, so try and bodge it with the shimano cutters and invariably end up cutting throught the end and cable.
