Is there an easy way to adapt recessed allen nut type brakes to fit a frame designed for older bolt on brakes?

Yes, you can get a replacement threaded shaft thing. SJS Cycles and Spa Cycles do them.

Drill the frame out 8mm.

Although it's probably easier and better to change the brake spindle/bolt/threaded shaft thing.
