The nodule behind the steerer tube is a pump peg. For slotting your pump onto.
If the bubbling isn't too bad I would maybe lightly sand and touch up using a proper enamel paint. Looks pretty good in the pictures and a bonus with the nice headset.

Interesting extension on the head tube, no chainstay bridge either. Can't think of a stock frame from Jackson's like it ?

I wondered whether the high top tube was due to the large size? I only really tend to see it on larger sizes or on tourers to give a more upright position.

Now, that would make sense. The steerer tube between the lugs looked quite short in the original seller's pics, which made me hope it was going to be a size 56. Still, will live with another frame that features rather less seatpost showing! Bit annoying as I got a nice campag aero post from @Rod_Saetan. Well, not all that annoying, actually :-)
 
Sorry I will amend my post I meant to say the high steerer tube. The section above the top tube on the steerer tube is the bit I usually see on larger sizes or tourers.

The steer tube on the frame's a mighty 20cm but the ctc's a bit more of a relaxed 56cm - I gave it a quick test around the buyers yard and it all felt pretty comfortable.
 
Extended head tubes crop up from time to time, thank you Mr Sayles....

Oh my, that's really, really nice and finished in 'Perfect Blue' (my name for it, anyway) as well. Not heard of Sayles, will look them up now.
