Blue 19" Kona Hei Hei - WTF?

Well, as far as I can tell it's a Hei Hei (not Hei Hei King Kahuna) and it's been painted blue, I know that Kona had just the front end painted on some Hei Hei's and KK's but wasn't it red? Apart from that it seems okay.
