In all seriousness what on earth caused that, is it possible to overtighten a seat clamp that much?
 
Easy job that, just needs a new frame and you're sorted.

Bigger seatpost and a lump hammer and you might be ok too.

Parts probably worth twenty quid I guess..

That could be good value for £20 - if you didn't want the seat post to move. If the post is long enough and a tight fit, you could drill a bolt through the seat tube and seat post below the weld, and another above the weld. That would hold the post and protect the frame against most of the lateral forces. It wouldn't last forever, but I wouldn't be surprised if it lasted for quite some time.

And if it was a commuter, you would have the added advantage that nobody would want to steal it.
