I bought this one for 35 euros and now figuring out what to do with it. And what exactly is it?

I know it is a Bianchi (stamped on the frame).
It looks like Bianchi Grizzly RC 1997 (lugless frame). But it has a 1'' headset, last used in 1996.
1996 frame should, according to Bikepedia, have lugs.
Components are mainly the same as in 1997. Rims are Campagnolo, which doesn't fit with the info in Bikepedia at all.
Fork is still a mystery and I was hoping to replace that one with a rigid fork. Unfortunately suspension corrected one with 1'' steerer are difficult to find.
At some point it had been stolen, spray-painted black and then auctioned by an insurance company in 2000, when the previous owner bought it.
First step now is to remove the remaining spray paint and then I'll figure out what to do with it.
