I think there used to be novelty BMXs set up like that - with off centre wheels too. They were, of course, impossible to ride.

I tried a bike with that steering once. Absolutely hopeless I was too ! there were several different novelty bikes IIRC. One with egg shaped wheels and another you pedal backwards. Cant remember how that worked now :? Well it was years ago now!
