Assessing Ebay Shill Bidding?

I'm not really sure how you make an educated guess that an item has shill bids against it...take this for example, what does it mean?

Bid activity (%) with this seller: 100%
Bid retractions: 0
Bid retractions (6 months): 0

I read it that this bidder doesn't buy much and all his currently bidding history is with the NOS Kona Hei Hei complete with Ti P2 forks* that I am bidding on....does that sound right?

its hard to detect hence why is used often, if he is a competitive bidder that bumps price higher and higher then maybe, if he is careful with is bidding then perhaps not :?
