That's because it was about to become a business proposition to buy the coins at face value and melt them directly for scrap. Coins have always had a face value higher than the metal.
 
Our old pennies are worth about 2 cents. The new ones are copper coated steel. Even those cost 1.3 cents to make, and they're going to phase them out all together.
