Are Steer Tubes internally Butted?

I'm debating cutting down some threaded P2's to either re-thread for a smaller frame or possibly use as a threadless type setup. I've noticed on all the P2's that I have they all have the steer tube length stamped into them. I only have threaded versions and they are the triple butted variety.

So my question, without getting a telescoping bore gauge from work, is whether or not they stamped them for the correct size based on where the internal butting stopped to allow for proper quill engagement or was this just a manufacturing tag for ease of identification.

I just don't want to cut threads into a thinner steertube than it was designed for.

Or am I just thinking to much? :roll:

What size frame are you considering cutting and threading for?
I have a black P2 which is already cut down and threads extended to fit a 17" RM frame, may save you some time and headaches, if you're interested.

They fatten out a bit down, or do something ,because headset spacers dont drop down to the bulge for the crown race but always stick halfway.
Well ive noticed that on a couple ,and theyre 5mm spacers so its not a bend in the steereer, then theres thee fact ive noticed on a couple of forks.
I'd say from that the top of the steerer is machined to 1 1/8" and the bottom in bulged for the crown race, but the middle section is unfinished, or left at a slightly wider diameter.
 
If they are 1" then use some handlebars to see how far down you can get.
If they are 1.1/8" then do you have a 25.4 seatpost or something you can put in?
