Anyone Know About This Steel Frame Builder? (Cinelli, 653)

Hi guys,
I recently bought this bike to start getting into road cycling - Obviously the groupset/wheels have been modernised, but I don't know much about the frame and wondered if anyone here has heard of 'Spec' frames and if they're any good? According to the guy they were built in the UK in the very early nineties.

Reynolds 653, Cinelli stamped lugs and bottom bracket shell, so on paper seems quite decent...

I'll love riding it regardless, but any knowledge would be great!

Sorry Can't help with details on Spec. Does look nice though and could have been a trade frame that was shop badged.

if it's built from 653 with cinelli lugs, it certainly won't be rubbish.
