never know about fuji brand but this bike shound be around 70-80's I think if Fuji brand ran the manufactory in that time, probably yes

If it's made for 650A wheels, it is most likely Japanese. French style randonneurs have always been popular there. What are the BB shell measurements?

A rather nice and well sorted bike.

Full mudguards and some fat tyres and you could ride around the world on that!

Definitely not an older french bike, then. Japanese even more likely. I'd start by looking at the back catalogs of the bigger brands, like Bridgestone.
