It looks like a case that the LBS was all sold out of inner tubes with a 60mm presta valve. I don't think the perpatrator of that "genial fix" is going to get the patent approved. I suppose while that person was in the flow, the solution to the problem regarding trying to get 37mm tyres through a fork with 28mm clearance is what we see in the photo. All in all, sucicidal. I'm guessing those "adjustments are probably the result of someone wanting a gravel bike but not having the funds to buy one, maybe? Hack or bodge?? The mind boggles
