I think the proof will come via IP/ISP addresses. The flag will show up with bidding patterns and trends.
It wasn't long back the Ebay started to log them in some way as it now knows if you log on to a 'strange' computer. I've had page notice a few time when logging on at a mates house.
There's ways around it obviously with proxies and public access WiFi or cafe PCs but for your average idiot with 2 accounts from home it could be found out.
That is if the case is worth pursuing and the prosecution has the money to take it to court.
