A question on re-chromeing pedals.

I was wondering what came first, the chrome or the pedal ?

If I was having pedals re-chromed do I have to dismantle the whole cage. I realise I need to take the spindles out etc, but can the rest of the pedal be successfully chromed in one piece ?
