What do you make of the seat tube/top tube junction? "previous owner had seat tubing beefed up with more alu welding" Did he now?

size 18, not 16 as stated

More likely it cracked from having too short a post for the frame, but could also be legit too as some owners do strange things.

I'd say worth the risk if you could pick it up for 20-25 and ran a long post (say 410mm Thomson) as repairs around the head tube and bottom bracket area are much more of a concern.

As a minimum someone should ask for a photo from the other side.
