-94 Klein Attitude puget morning, nasty storage marks

Hi,

There's just come up a barely ridden Klein Attitude in Puget Morning locally, which I'm a bit amazed of really It's been in storage for most of its life but unfortunately that has taken its toll and the downtube has some nasty scratches. How much would you say it lowers the value of the bike/what would be a reasonable offer to make him?

And do I see a small ding in the top tube, about 10cm in front of the cable exit?
