I tend to agree, having had a few over the years, I'd say it's an 18, understand TT is 22.5", 16's of that age are usually 20.75/21", as the trend then was for longer stems 130-150mm and shorter top tubes.
Unless it was a custom built to fit customer model, which they did a lot of BITD.
The height of the TT/ST intersection above the rear wheel also indicates that.
Lovely frame whatever.
