Does such a thing exist? Needed for a touring bike converting to flat bars
Would have considered bar-Enders but those aren’t going to work here.
Or mat d/t’s are a better bet?

buying any shimano flat bar levers should easily replace your existing shimano levers, be they STIs or downtube shifters FOR THE RIGHT SIDE, REAR MECH.

It gets more tricky for the front mech. i think the situation is if you want to use a front road mech, you need to ensure you have road flat bar lever to suit that particular series of mech. If you want to use MTB flat bar levers, then you need a MTB front mech.

You might want to also think about the brakes you have. as brake levers designed for V brakes wouldn't work with calipers and vice versa

when it comes to Campag or Sram flat bar levers, i have no idea

Have heard if you use triple front shifter on double, shift the lever to middle position before attaching cable to mech as the 'throw' is more on the outer shift.
