58-60 winter commuter wanted

Hi i am after a 58-60 cm winter style road bike or frame, nothing flash as it is going to be left out on the street. Mugaurds braze ons are a must and down tube mounts are preferable. Not wanting to use brakes with longer than 57cm reach so 700c wheels please.
