Wanted ~50cm/18/19in Road or Fixie frame

Looking for something on the smaller side to build my mum a new fixed gear commuting and wet weather bike. I have a budget of £300 to cobble a bike together from my spares and scavenged bits. I need something:
Little enough for someone 5'3
Horizontal dropouts for chain tensioning
120, 126 or 130 dropouts
Drilling for standard caliper brakes.

Mudguard mounts would be nice but definitely not a dealbreaker
Anyone got anything knocking around?

Got a genesis croix de fer in 50cm sizing. It's 135mm dropouts though!

19 inch Italian (the original Moser) frame that I was giving away here, then decided to keep, but actually if it would suit your mum/your project your very welcome to it either to collect it in Yorkshire or else for the price of postage.

Only thing is you’d have to get the stuck seatpost out with caustic soda or a hacksaw or the seatpost man…

Oops. Thank you indeed for the heads up... if anybody is interested they never did comply with the Data Subject Access Request so it's off to the Information Commissioner we go
