That was my first reaction, but nobody is that stupid surely, so 2nd reaction was that the bolt heads were rounded out and seller is being economical with the truth by just saying bars are stuck.

I had a steel stem from my Sbike with a solid piece of aluminium stuck in and I managed to get that out eventually (with some help from the freezer). I'll message the seller and tell them if they send me it I'll remove the bar and send it back
