Based on my own experience, I would say it is probably just bare metal, but to someone who hasn't owned a 97 Kilauea it could look quite dire. The 97 Kilauea is the only bike I've ever had where stone chips just don't go brown. Mine is a warrior that will never be sold so I never bother to repair chips and some that are many years old the metal is still the same dark grey colour - my guess is that that is the case with this bike's seat stay.
interesting, because my 1996 kilauea, made from the same pipes, has brown chips on it.... my 1996 lava dome seemed immune however
