Maybe the paint is scuffed from having a light pack or similar. Or maybe it's something more sinister !

Thats a 95 tubeset - the fluted Tange Prestige downtube - with 1996 decals.

Nice frame - shame the paintjob is a little - er...unimaginative.

Ran out of metallic blue hence the sectioned off silver rear end. Not even an attempt at a "fade".

Still - I'd have a go...

John--i wrote the seller and asked--he says its frame saver tape--that would make sense, tho kind of an odd place for it?

Im wondering if that frame has had a headtube repair or something - hence the newer decals and odd panel of blue? Probably wrong tho!
