It's ti lugs with carbon tubes. They did do a steel lugs with carbon tubes version as well.
Epic Ultimate was crazy back in the early 90's. it was a Unicorn as someone else said.
This is back when the Evil S wasn't evil and had some kick ass functional products. Now, it's all marketing BS(I'm in the bike industry, believe me, i know).

Just measured it.
It's an 18" frame.
Seattube center to end: 46cm
Toptube 57cm center to center horizontal.

both frames use the steel lugs for the cantilever bosses, even on the ti lugged frame
