Plus it's missing one of the most important smalls parts the cable guide on the down tube. With out it you can't fit the rear brake.

and... Do you have a picture of the cable guide ? It's possible to make it ...

You can't fit the rear brake without the cable guide? Why is that?

because it holds the cable in place and is the cable stop. With out it their is nothing to keep it on the frame. Plus it's moves round when the bars are turned.
