17" Explosif frame

I don't know why he lists it as a size 17. He gives the dimensions very carefully and says that the bb to top of seat tube is 18".
He is mistaken in saying that it's a 98 frame - it's a 99. Excellent frame and nice paint job, but I think the 99 has Kona 4130 stays, whereas the 98 Explosif had Reynolds 725 stays.
