how long is the steerer on the 1-1/8 manitou 4 please ?
is there some play or internal defaults or just elastomers are tired ?

No play in the bushings, seem in good nick overall and still a bit of give in the elastomers so they aren't locked solid. I haven't taken them apart, not had chance but I wouldn't expect any major issues looking at their condition.

Steerer is 190mm

Tioga Wonder Dawg tyre, some wear but still looks nice, I had forgotten about these tyres BITD!! £8

Porc looks good, will take it. Assume sidewalls are intact?

Just checked it and there are no rips or tears. The sidewalls are a bit dry and worn but I reckon the tyre is perfectly useable.
