1" Fork Crown Race will not set

Replacing a1" Shimano 600 heatset (it's shot) with a 1" Ritchey headset on a MB-1 Bridgestone.

I cannot get the fork crown race to press on the fork. It seems that the old headset fork crown race sets lower on the fork than the Ritchey. I have used a pipe that covers the race and a rubber hammer, but I am having no luck!!!

This is a threaded headset are there two standards in 1: headsets?

Yes, 26.4 and 27.0 crown races. Your original headset is the Japanese standard (JIS) and you've an ISO replacement.
 
Either get a new headset. M-part Elite has a 27.00mm croen race. Or take to a shop and ask to have your forks milled down to take a 26.4mm crown race. Some shops may not want to do this though as it is hard on the tool and not really what the tool is designed for but I have done it in th past and it has worked very sucessfully.

That's worth knowing. I had a bit of a job with a set of P2 forks a few months ago, as I needed a 27.0mm crown race. LBS helped out in the end, but it was a headache for a few days.
