My shimano 600 friction shifters have started to slip dramatically. It's not just a matter of cleaning them with isopropyl and adjusting the locking D ring. I think I need a new brass/copper washer or a plastic equivalent. Any ideas? Many thanks.

I'm thinking about changing my chainring to a smaller 34T on my 1985 Raleigh Record Sprint, it has the Sugino GT chainset. I think it's a 110mm BCD, but I'm not sure. Any suggestions? Thanks. This type:
