I guess you think the third digit is a number 3. Back in 73 the number sometimes came on the seat tube under the seat bolt and could be tricky to read.

Top tube cable routing like that the braze ons for the cables on the downtube near the head tube do not say 1973 to me. Have you a pic of the frame number ?

You can screw a freewheel on the fixed threads, just less holding it on …… and the chainline is a bit off.

Weren’t those levers banned as they were not reachable from a normal riding position ?

There's a write up on how to set up brake levers properly for that era, the bloke who does all the Raleigh SBDU stuff. In the very expensive campagnolo toolkit BITD there was a special tool to do brake lever position....looked very much like a long ruler lol I'll have a look for the link...

After my time but is that a freewheel ? Maybe the extra alloy bit on the non drive side comes off ?

There was one that had a “wall” at the back that stopped your arse sliding back and added extra leverage. Was soon banned in competition :).
