I'm looking for a sound steel frame in around 18 inch for 26inch wheels with forks and headset (and anything else that might be left on) to build up in a tourer to take across West Africa. So it will need to have braze-ons at the rear to take a rack. I posted about this before looking for a...

That's very tempting! I'm not going to say yes right now because you're quite a way off from Sheffield. I'm going to have a word with a local bikeshop first and see what I might turn up locally in the near future. There's a good chance I'll be back in touch for one of those bikes, though.
