I'd imagine it requires a couple of specialist tools to remove and refit, and probably the right kind of epoxy, followed by specialist calibration equipment, which is probably why they charge so much for it.     Those stripes are Bontrager, I think, from the levels of wheels that tended to be fitted to mid-range alloy Trek road bikes (like a 1.7) around ten years ago.
