Tange should be much, much cheaper than a track two (if you can even find a track two). If you're looking for a budget segmented rigid fork, I'd suggest looking for the Yakota fork with the hearts, they'd be the least expensive. Followed by Tange, then Syncros, then Bontrager, Brodie, Track...

Yakota used lots of noodles, but the top of the seat tube doesn't look right for that. S/N reads like 1990 Hodaka built to me. is there a list of companies that used Hodaka in 1990? might help narrow it down to a few dozen.
