    Just as a follow up... I uncovered more details about the frame in question verifying it is indeed a '96 Hot (as intuited by Anthony above). An e-mail from Tom Teesdale confirms he didn't built. However, I did find an image of another '96 Hot that appears to have the same mysterious rear...

    Very impressive--thanks for all the insights. I wonder if its possible that the dropouts were part of a repair job as well? i.e., someone snapped a der. hanger and decided to replace the pair? One thing I thought odd was that the dropouts have rack mounting holes...but there are no mounting...

    Thanks for all the great responses! I'd thought about contacting Teesdale, but I was under the impression that all the frames he built had serial numbers that started with "TET", whereas this frame's number is something close to H09606955 (difficult to read). I'll shoot him an email anyhow...
