It's definitely not a 708 randonneur, I don't thinks it's one of the older ones either. I'm fairly sure they all had mid-blade rack mounts on the fork.
Nice cranks though.
I'm going to hazard a guess that it's something from this era that's been modified for cantis. Looks very like the Classic...
the half chainstay bridge and the spoke holders on the non driveside chainstays are fairly unique on a Raleigh. OS top tupe. but photos.
the red ones had the silver head badge and magura hydraulic rim brakes
