When can i get a pair of wheels and shifter from with out spending loads?

i do not know how it rides yet , i need to change the wheels and seat first

Hi Got my first retro bike at last , looks ok but the wheels are wrong what should it have on it and what year is it ? and iam after another pair of shifters and wheels !! what do these ride like?
