That's exactly what it is; 2 cable routing mounts for hydraulic hoses were on the top tube, the 3mm holes have been sealed with QuikSteel epoxy.

The steerer is 215mm, still with the factory chamfer on it, is that long enough? I know you asked for 230mm, are you sure you need that much?
