Hi, looking for an xs (13") frame that will take discs for my partner. She's currently on a 14" cotic bfe but the stand over is too high, as is the bottom bracket.

Looking for something that will take 100mm forks, 26" wheels with a low stand over and fairly low bottom bracket.

Anything suitable out there?

Ideally just a frame, but might look at a bike.

maybe look at jump bikes? they tend to be shortish travel, low BB and low top tube frames.
 
It might be possible to set up the current bfe with 24" wheels and shorter cranks
Is she under 5' tall?
Just over, her problem is leg extension as the bottom bracket is just a bit too high. I'm reluctant to go down to 24" wheels, mainly because I've got a lovely set of hope Fortus on pro5 hubs on the bfe right now.

She's really happy on this old rockhopper, so I'm trying to find something similar with discs and suspension

Trouble is suspension raises the bike...
You could rebuild the hubs into 24s like halos - it would drop it around an inch, get you back where the rigid bike was.
A bike that's a little too big is very offputting for short people, especially off road.
