Campagnolo Monoplanar, potentially Chorus.

Those are most likely mid 90s Veloce monoplanar brakes. The brake pads and what looks to be aluminium spring stop on the arm are the giveaways. They look like the first version Chorus brakes but those have the darker colored steel barrels on the arms to stop the spring.

Here are my Chorus "monos". What @SteelNipple referenced for the spring retainer is correct.
Not sure of they are 1st or 2nd gen. though; bike c.'92. The Veloce are probably early version after change in design when Mirage was first started; but both had cheap plastic covers instead of cone nuts. These are factory painted versions. Athena alsot a monoplanar design at some point (probably when Chorus went dual pivot, Athens just a rebadge?).

Those Veloce brakes were only for 1995, when Mirage and Avanti were indroduced.
1994 Chorus->dual pivot, Athena->Chorus, Veloce/Stratos->single pivot
In 1995 Stratos is replaced with Mirage/Avanti and Veloce goes up the hierarchy
1995 Veloce->mono, Mirage/Avanti->Stratos single pivot,
1996 Athena->dual pivot, Veloce->Athena, Mirage->Veloce
1998 everything gets dual pivot brakes?
