Spotted on the street

For bikes like this I think there should be some council mandated system where bikes are removed and donated to local co-ops for repurposing after a specified time of abandonment.
I know they leave notices up to a month or something for motor vehicles before removal but I don’t know if there is anything similar for bicycles. The frame is perfectly good and the remaining parts other than the rear wheel is serviceable.
No point in it being left there to rot if the owner never takes it back. Not even sure how/why they just get left there but 🤷‍♀️. If a reasonable attempt to make contact is made over a month or 6weeks then may it be declared the original owner doesn’t want it anymore?

Suppose there is a chance it’s stolen too however…

@sjc I definitely have some 'worst bartape' offenders around here somewhere. It's astonishing what some people put up with.

Meanwhile.. here's something sensible to ground us. Simple, tidy, pretty well cared for Dawes. 👌

Now that Dawes does have a rack I approve of. It also ticks one of the other street-bike boxes - having only one mudguard (as does the red one behind it, in fact). And once again the saddle is worth about three times as much as the bike, of course.
 
The red one is a very ratty Phillips, flat plate dropouts and brake bridge. The drivetrain is also orange with rust (zoom on the rear caliper for an idea). I am firmly in student bike territory with plenty of old heaps about so some don't make my cut. 😉
