Frames with a 1 14 headtube

If you could find one - a Chris King Devolution headset would be perfect. This fits the 1 1/4" head tube but allows you to use 1 1/8" threaded steerer forks. Your quill stem would also be a 1 1/8" size.
A 1 1/4" quill stem won't fit into a 1 1/8" steerer because of the internal diameter.

Cheers could I change the quill out of the 114 stem to a 118 then put a shim onto the top of the 118 to fit into the 114 and then the bottom of the quill would be 118 then if I leave the stem a little proud of the 118 headset and fill in the gap with spacers is that possible mate

The safest way is a reducer to make 1 1/4 to 1 1/8 headset and use forks/ stems to suit
 
Not sure if I'm getting the wrong end of the stick somehow but an 1 1/4" quill stem is never going in an 1 1/8" fork. You can adapt the other way or with threadless. But however hard you try an 1 1/4" quill is not going in an 1 1/8" steerer. They're the same diameter.
 
No your right mate but can't I swap the 114 quill for 118 one and shim the top of the 118 to fit in the 114 stem then the bottom of 118 will fit into the 118 forks cheers
 
Ye mate it would but the stem I got is a 114 3dv atac stem which is mint and 3dv stems don't come up often so if there is possibly no other option I have to find another stem I didn't even know you could get 114 thought there was only 1inch and 118 plus I have 31.6 nos 3dv ringle stem
