That’s exactly what I got. 1988, 13 years old, Peugeot Laser 15 SiS. 23” frame!

Now that's a bike!!

Was the sizing formula based on: your age + 10" = frame size??? 23" is a whopper for a 13 year old!!!

I was a short 14 year old and a 19.5" was the wrong choice... my older brother who raced on the road tried to convince me I needed a 21.5" and even the crap bike shop I went to convinced me to get still the wrong size 19.5"...
