Identifying lightweight bike tourer possibly late 80's ????

Hi I bought this bike for a cheap winter hill climber. I have no idea what make it is, but I would like to make a Moser/Masi/Rossin type look-a-like type thing in all over silver/chrome or bright post office red etc.... could anyone help he identify its vintage. I don't think its 70's due to the rear stay/fork mounted brakes and shimano 'deore' drop-out type mount. It looks like the lugs are 'nervex' type? as far as my first inspection is concerned, there are no identifying frame numbers/codes anywhere on the metalwork...

in image 'img4018' there are cable/outer mounts on the lower head tube. Does thes suggest that the original gear shifter would of been mounted on the stem???
 
It is a weird one... The lugs are very fancy and would suggest 70's / 80's, the vertical dropouts suggest 80's / 90's, the 531 transfers are from 86/87 onwards, the adjusters on the headtube say late 80's at the earliest, with all these features I would say this might be a custom order, but no frame numbers would suggest it is not from one of the major companies, Yates, Mercian, Roberts...et al.

Would be good to see one picture of the whole frame. Some Bob Jackson and or Ellis Briggs in that.

With no frame number anywhere, it could even be a self build.

If your going to repaint it, you may reveal some detail masked by the current paint.

Looks very nice to me.

Is it 700c or 26" wheel ? If its 650b or C then Lloyd is a name that comes to mind.

That detail on the back of the bottom of the seat tube may turn out to be the clearest indicator of who made it.
 
Got any pictures of the detail at the top of the seat stays.
That looks fairly unique/unusual.
What do you think? I’ve googled ‘steel racer tourer seat stays’ but not come up with any of the like????
