Help with frame id

Its been painted and cannondale alpine series stickers applied however there are parts of the frame which call this into question.

Any confirmation or idea please on its identity

I'm afraid that I cant help with a positive ID, but I say for certain that it is NOT a cannondale! Welds are wrong, dropouts are wrong, cable stops are wrong and frame number is not a cannondale one!

Probably an A-pro or similar?

I don't recognise the serial number format, but it isn't an A-Pro number, and it isn't in the format that other Taiwanese builders used either.
 
I'm inclined to go along with the Raleigh suggestion as well, chiefly because my own RSP frame has the same seat clamp; tenuous I know but... :?

I have one exactly the same in white as well! It is a Claud Butler frame. The serial no is Liyang. Mine is 18", would sell if interested?
 
Another one here with rear mech hanger marked everest, that must be quite unique in itself.
