WTD: cheap 14" to 16" frame/bike + wheels + forks etc

Hi guys, not been on here for yonks but after a cheapish small frame/hack bike for my partner, absolutely anything considered (a small Cannondale would be ideal) but needs to be standard 1 1/8" threadless fork fitting. Maybe cheap suspension forks too to match and wheels.

Complete bike also considered.

Just realised this is in the >1997 section, please can the mods move to '98 onwards as I'm looking for later frames in all likelyhood.
