Which wheels or rims would you recommend for a Tourer?

when I was learning I used to buy 2 spare spokes of each length. I've done about 15 wheels now and I don't worry too much about it any more
 
Remember, you need two types of spoke on the back wheel. And the ones on the cassette side should be stronger, as they are working harder. DT Swiss are good, so are Sapim.

You sound like a candidate for a 32mm tyre. Although you could probably also have a 28mm if you aren't too heavy or carrying much. You'll have the bike a long time; experiment! :)
 
It's been a very long time coming, but I have finally got my order in with Spa Cycles - Dave the wheelbuilder there was very helpful. At this rate of progress, I might have actually built the wheels by Christmas 2016...
